Best bitrate to encode DV captured from VHS tape to h264 MP4?

Question: I have several DV files (in AVI containers) captured from a VHS tape. Obviously these files are ginormous at 13GB per hour of video/audio. I want to encode them into h264 codec files in mp4 containers. I was wondering what bitrate I should select for the lowest file size while still maintaining very good quality. I would assume I could get away with a lower bitrate since VHS quality isn't that good to begin with, but am not sure and wonder since they are in DV format now, if the original format of VHS is irrelevant. If it is also possible, I want to convert MKV to iPad.

Best Answer: H.264 Converter, also known as combination of AVC decoder and H.264 encoder, is software that can decompress your source video and compress it to H.264. Through this transcoding process, you can create an H.264 movie by yourself. It is one good utility for answer the question "How to create an H.264 video". The incredible quality and efficiency of H.264 really brings video to life on internet or mobile phones. H.264 / AVC can encode video with approximately 3 times fewer bits than comparable MPEG-2 encoders.
